The Snyder City Council faces a lengthy agenda when it meets at 6:30 this evening at city hall.The council will discuss limiting property taxes for those over 65 or disabled, allowing dump trucks to be placed for trash removal at no charge which would be a reversal of earlier council action, and possibly changing the size of back yard requirements in new developments.The city has been asked to consider limiting increases to property taxes for those 65 and over, and those declared disabled, based on a law passed by the state legislature and approved by voters in a constitutional amendment last November.Scurry County Commissioners’ Court recently adopted the tax freeze and rough estimates predict the city could lose about $1,000 annually in future taxes, although exact figures are not available.Currently the city charges $35 to place a truck or trailer for residents to use overnight for clean up but will consider letting residents reserve a vehicle be parked overnight in a neighborhood at no cost. The effort is part of the Clean Up Snyder campaign, according to City Manager John Gayle.The Snyder Planning and Zoning Commission recently passed a resolution calling for a reduction in the size of back yards in new houses, but P&Z member Vick Chambers has sent the council a letter asking that the proposal be amended to reflect the size of the total amount of a lot that can be used for construction. The council will consider the proposal and the recommended changes. Since there are no contested races for upcoming city council election, this council will consider and act on a proposal canceling the election and thereby saving the costs associated with the endeavor.New ordinances replacing some existing plumbing and electrical inspection ordinances will be discussed and possibly acted on as well.The council will hear reports on the annual financial report, quarterly investment report and the water distribution main improvement and discuss the 2004-2005 budget.Dawson Geophysical Company is scheduled to make a request to use city right of ways to make a geophysical survey and Burlington Northern Santa Fe Railroad will talk to the council about crossing surface improvements.Appointing members to the Zoning Board of Adjustment, Planning and Zoning Commission and the Builders Board of Appeal and possible appointments to other boards will be considered and voted on.The council is scheduled to present a plaque to former councilman James Ashley who has moved from the community, and consider passing a resolution opposing school finance or tax system reforms that might negatively affect city revenue and economic development efforts.The council will also have an executive session to discuss the performance of the city manager. An executive session on the evaluation also was held Friday for over five hours.
